Self-consumption aids published in Andalucía
The self-consumption aids in Andalusia included in Royal Decree 477/2021 are already public and have been allocated 104,847,686 euros, although applications cannot be submitted until next December 2 from 9:00 a.m.
These aids are included in six incentive programs that include the following actions:
Program 1. Carrying out self-consumption installations , with renewable energy sources, in the service sector , with or without storage. Investment in electricity generation facilities with renewable sources, intended for self-consumption in establishments or facilities in the service sector, as well as the storage associated with these actions, will be eligible for action.
Program 2: Carrying out self-consumption installations , with renewable energy sources, in other productive sectors of the economy , with or without storage. Investment in electricity generation facilities with renewable sources intended for self-consumption in establishments or facilities in productive sectors not provided for in the incentive program 1, as well as storage associated with these actions, will be eligible for action.
Program 3: Incorporation of storage in self-consumption facilities , with renewable energy sources, already existing in the service sector and other productive sectors . Investment in storage systems behind the meter that are incorporated in self-consumption facilities, with renewable sources, already existing both in the service sector and in other productive sectors, will be eligible for action.
Program 4: Carrying out self-consumption installations , with renewable energy sources, in the residential sector , public administrations and the third sector , with or without storage. Investment in electricity generation facilities with renewable sources, intended for self-consumption in the residential sector, the third sector and public administrations, as well as the storage associated with these actions, will be eligible for subsidy.
Program 5: Incorporation of storage in self-consumption facilities , with renewable energy sources, already existing in the residential sector, public administrations and the third sector. Investment in storage systems behind the meter that are incorporated into existing electricity generation facilities with renewable sources in the residential sector in public administrations and in the third sector will be eligible for action.
Program 6: Carrying out thermal renewable energy installations in the residential sector . Investment in thermal energy production facilities with renewable sources, destined for air conditioning or production of ACS in homes, will be eligible for action.
As for the beneficiaries of the programs , they are different and are divided as follows:
The following will benefit from the aid collected in programs 1, 2 and 3 :
- Legal persons and groups of companies or natural persons, with or legal personality, that carry out an economic activity for which they offer goods or services.
- Renewable energy communities and citizen energy communities.
- Energy service companies or other companies that carry out activities in establishments in the sectors included in each program.
Regarding programs 4 and 5:
- Natural persons who do not carry out any economic activity.
- Local entities and the institutional public sector of any public Administrations.
- Legal persons that do not carry out any economic activity.
- Natural persons who carry out any economic activity.
- Communities of owners.
- Renewable energy communities and citizen energy communities.
In this case, for programs 4 and 5 (residential, public administrations and third sector), actions initiated before the application are allowed, provided they have been carried out after June 30, 2021.
For program 6:
- Natural persons who do not carry out any economic activity for which they offer goods and / or services in the market.
- Public or private, non-profit entities or organizations, or legal persons that do not carry out any economic activity for which they offer goods and / or services in the market, which certify the provision of social housing to vulnerable groups, without such activity, in the case of generating any economic return, being considered an economic activity for the purposes of applying the European regulations on aid for state, without prejudice to the application of the rest of the provisions of both national and European Union law, particularly those that are approved in the field of execution and management of both the Recovery and Resilience Mechanism and the Recovery, Transformation and Resilience Plan .
- Individuals who carry out any economic activity, for which they offer goods and / or services in the market, in which case they must be registered in the Census of Entrepreneurs, Professionals and Retainers of the State Tax Administration Agency .
- The communities of owners, regulated by Law 49/1960, of July 21, on horizontal property, which must comply with the provisions of Law 38/2003, of November 17.
- Local entities and the institutional public sector of any Public Administrations referred to in article 2.2 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector, when the existence of aid from state. It will be considered that the existence of state aid can be excluded when these entities do not carry out any economic activity for which they offer goods and / or services in the market, are considered services of general economic interest or when the measures have no impact on trade between Member States by having a purely local impact. In these cases, they will only be able to receive incentives for the realization of thermal energy generation facilities with renewable sources in homes that are public property. Said public property must remain unaltered for at least five years from the resolution granting the corresponding incentive.
